Seems to me the producers can't figure out whether they wanna make a strawberry panic type show, or to make more jokes out of Mizuho being a guy. Hey, he's even voiced by a female seiyuu (though that's not uncommon), people look up his skirts with no problem. Other than him actually saying he is a guy, it's hard to believe so. He looked like a kid right from a child, and as teenager, looks like the ultimate princess.
